The Annual Report is one of the functional requirements under the Public Service Act of 1998, which mandates Directors General to inform the Government, the Parliament and the people of Vanuatu of the activities of each Ministry and what has been achieved over the past year. The 2019 Annual Report provides a short and concise synopsis of the activities and major achievements of the Ministry of the Prime Minister and its respective Departments, Units and agencies.
The core function of the Departments, Units and agencies under the Ministry of Prime Minister is to provide the necessary technical support to the Office of Prime Minister in setting strategic policy directions and the implementation of government policy and programs. Since 2016, under the current leadership the Hon Prime Minister Charlot Salwai Tabimasmas, the Ministry of the Prime Minister has continued to strengthen the Government and its key policy priorities in compliance with the National Sustainable Development Plan (NSDP), the 100 Day Plan and the Tropical Cyclone Pam Recovery Program. This has seen continuous implementation of major infrastructure development projects such as Information & Communication Technology (ICT), Roads and Airports, jetties and wharves. The Office of the Government Chief Information Officer (OGCIO) and the Vanuatu Project Management Unit (VPMU) have played a major role within the Office of the Prime Minister in the ongoing implementation of these large-scale projects.
Because of the nature and the broad functions of the Ministry as coordinator of all government policy, planning and development assistance, including other constitutional responsibilities, the 2019 Annual Report will only provide a summary of activities undertaken. Therefore, I encourage the general public and Government Ministries to contact the Ministry of the Prime Minister if there is a need for additional information on specific areas.
